Rust settings (Looking for help)

 I just recently got into the PC world after my last OS was Windows XP.... So I know Rust doesn't optimize for crap and when my FPS dips below 60 is when I really have performance issues. My current computer is an i7 08700, 1070ti GPU with 16 gigs of ram. After poking around at some settings I've been able to get from 65% CPU useage and 100% GPU to about 50% CPU and an average of around 75% on the GPU (Solid 100% when in a base) My ram is running a pretty constant 12 gigs in use with only 4 on standby. At this point aside from upgrading some of the components I'm not sure what else I can do to improve FPS. I recently moved to a larger SSD Samsung EVO 860 500g so my drive isn't much of an issue. Any additional information or maybe I'm just too ignorant to adjust (Which I'm more than willing to learn) my settings, I don't really play any other games soooo I would love to improve my PC's performance (144hz monitor)

Are you running the latest drivers? I can't even remember the last time I played Rust but I'm pretty sure it was running at over 60FPS all the time with an R9 290, which is slower than your 1070Ti by a fairly big amount. 

Also, GPU usage should always be 95-100%. It's the CPU usage that you generally don't want to go over 80-90%.
