Is that budget enough for a 1660 Super in your country?

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

4Cores4Threads is still ample for starting games, some smoother than others.
You could easily use better GPU's and be perfectly happy, but some games are heavier than others obviously.

Sure,.. Modern GPU's are too strong for just 4Threads, but who's to say you can't chase a non-K 4790 on ebay if the price is right (after buying a GPU)
You can set FPS caps to minimize stuttering (chasing 120fps may induce more stuttering when 60-75 is enough for playability and less CPU usages)

Using Medium over High just to save drawcalls and have more CPU overhead for playability.

There are mitigations for many games you can enable,.. some games will be not so great, but still better than the GPU based experience you have now.

Older GPU's like HD7950/7970/280x or GTX 680/770/GTX1050Ti would be a huge boost and much cheaper than new GPU's.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
