BEST PERFORMANCE ON EGPU

The RX 470 is better so you should use it. Both will take a performance hit due to the latency added by external GPU enclosures, but neither needs so much bandwidth that the interface width will cause huge problems.

 

Whether or not that i5 will let it reach its full potential is another matter but that varies case to case.

I’ll try to decode this one:

it wants to be run to an old laptop (Toshiba c855-s5308) that has a “min Pcie port” which is something I’ve never heard of myself.

This “min pcie port” Might possibly work, though I’ve never heard of it.  The difficulty of making this work is going to be whether the eGPU will talk to the port, and whether the AMD or Nvidia drivers for the card will recognize such a thing.  Both cards are quite old.  I have a Gtx970 that uses the Nvidia 900 series drivers and they do not seem to play well with win10.  All I can tell you.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

You don't need to be so rude. Mini PCIe ports are definitely a thing. They're just a bit older. It's basically an mSATA port, and were originally designed for laptop graphics cards.

 

 We need more information. What enclosure are you using? I'm not aware of any that connect via mini PCIe ports.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Much is explained.  That’s not an egpu box.  That’s a pcie adaptor.  That very well could work.
