Server not posting

Ok so I got a server it is the sunfire x4270 m2 it has 96gb of ram 2x xeon x5675 3 gigabit network cards, and Sata to pcie card and 2x 300gb harddrives 

There is no error lights in the system it not beeping and the only lights I get are Service action required and another saying ps rear while it flashes the code for stand by

 

I think it might have something to do with the bios but I really don't know at this point
