I've been looking at the TP Link TL-R470T and wondered if there was an option to configure it to use one connection till it runs out of bandwidth then roll over to the next. 

 

I have a 300mbps connection with one ISP and a 25mbps connection with another. Issue is, the faster one has a data cap which I hit at times. So instead of switching between networks can I use the load balancer to pull from the slow ISP when one person is using Netflix and then roll over to the other one if it's needed?

The function you are wanting is "Interface Overflow". According to the Specifications page, https://www.tp-link.com/us/business-networking/load-balance-router/tl-r470t+/#specifications, the Load Balance options are "Policy Routing, Link Backup". Neither of these do what you are asking for.
