5. Why are you upgrading?

Right now I have a PC i built in 2013. Specs are:
CPU: i5 3570k @ 4.2ghz
GPU: GTX660Ti. Upgraded to GTX1060 in 2017
RAM: 16gb DDR3 800mhz
Mobo: Z77
PSU: Thermaltake 600w
Storage: 120gb SSD (Windows), 1tb HDD (Games)

I haven't really kept up with PC tech over the years, only in 2017 to see which gpu I should upgrade too and just recently after I felt that my rig was getting slower. So I wanted to ask people that have kept up to date with pc tech and would know the differences in newer products better than myself. 
I would like to upgrade on a budget and thought of just keeping my case, power supply, gpu and 120gb ssd and just upgrading to a Ryzen 5 3600 ($320) or 3400G ($230), B450 motherboard ($120), 1tb SSD ($200), 16gb ddr4 3200 ram ($120) maybe 32gb if it would really help. The question is, would I see a noticeable improvement in games? I have problems running Assetto Corsa and other racing sims with AI, also with large scale maps in games such as BeamNG, Squad, GR:Wildlands, EFT etc. I think some of it has to do with optimizations in certain games but also that it is really limited by my CPU and RAM. I was also hoping that it would help enough in Siege to be able to get a stable 144fps (100~fps avg now)  so that getting a 144hz monitor in the future is worth it.

No, it's highly unlikely that 2013' PSU will be decent for modern rig.

You can determine that yourself, if you're seeing 100% CPU usage then yep, it will help. But i'd say that it's highly unlikely that these games are that CPU-heavy. Same for the RAM, if you're getting close to 100% physical memory usage then 32GB might help, but again, it's highly unlikely that these games need more than 8-10GB of RAM.

You need GPU upgrade for that, CPU has very little to do with FPS unless it's clearly CPU-limited.

With this budget you can either upgrade GPU or CPU. I'd say, upgrading GPU and saving for CPU would be more beneficial but you can as well just save money for the whole upgrade and get whatever would be available at Q3\Q4, this year seems to be quite packed with new GPU and CPU releases.

I'm sorry, what? GX-F is perfectly fine. It's extremely well priced in Aus too.
