How old?

Some specs would help.

A couple of things to go for. Depending on the components, the fans should spin up to full speed and stay there if there is a boot problem.

If the fans do not have this spin up behavior, you need a speaker to plug into the motherboard and get a beep code to figure out what stopped responding.

You could try to re-seat the RAM, and Graphics card.

I have just looked up a Core 2 Duo E8400, which was one of the last CPU's in the Core 2 Duo line. And this particular CPU doesn't have a built in graphics processor.

So I am going to need some exact specs, before I can now for sure. But for starters, try sticking a Graphics card in there.

You can send some pictures of the text on the motherboard and I can figure out what mobo it is. If you don't have a compatible graphics card you can stick in the PC, you need to extract the CPU and read me the numbers and letters.
