Changing speedshift in throttlestop isnt making my games run smoother

Hey Guys! The thing is that I was trying to fix the issue of sudden fps drops and I reset the settings which I did in Throttlestop and after doing that what I found out while playing games, if I put the speedshift EPP to 0, although it will increase the clock speeds of my CPU (i7 8750H) to 3.9 ghz but it wont increase the fps. Is this because of the GPU? and I think putting it at 128 is better than 0 because if I put it on 0 then it will increase the temps drastically from lets say from 65 to 95 but still I am not getting any fps boost even doing the speedshift thing. Even if I disable BD-PROCHOT. It wont increase fps because the GPU is already running at its peak performance and I believe that in games, GPU has a bigger role than CPU. Should I try undervolting GPU and CPU then try to put the speedshift EPP to 0? And, I am already running on custom fan curve.
