Please select a proper boot device error

I keep getting the error

"Reboot and select a proper Boot Device

or insert Boot Media in selected Boot Device and press a key"

 

I'm trying to install windows 10 from a usb(using MediaCreationTool). In the BIOS the correct usb is selected for the primary boot #1, I save changes and reboot, but just constantly get this error. The two other hard drives, GPU, and RAM  are being read as well.

 

Specs:

CPU: i7-8700K

MB: MSI Z390 Gaming Plus

GPU: evga RTX 2080

Case: Corsair 275R Airflow

Remove the other two drives, just to be sure. You don't want them to be connected anyway, because Windows has a bad habit of throwing boot sectors on drives that has no business with.

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

The USB drive should show up multiple times in the boot selection window, make sure you select the one that has "UEFI" in the name. Also, did you make sure you burned windows onto the USB properly? You can't just put the exe file on the USB, if that's what you did.

I have done both of these things and am still having the same problem
