I recently moved my TV and the built-in speakers are effectively useless in the new location.

 

In canada looking at Best Buy and London Drugs I see a few around $100 but i have no idea about sound.

Any advice on a particular soundbar to get passable sound quality at a low cost and is it worth spending the money for a setup with a subwoofer?

 

I am generally content with my built-in speakers so I don't need anything fancy and while I don't have a budget I want to minimize cost.

 

A soundbar would fit better in my living room than speakers.

No soundbars! Crappy small speakers unless you spend big bucks. If you're not completely strapped for space, I would always recommend high quality bookshelf speakers

Nothing beats a quality 2.0 or 2.1 setup IMO.

For less than $100, I'd recommend this. They're the tried and tested Dayton B452s, but with an integrated amp and bluetooth connectivity.

I could fit speakers, but my TV stand has an area for DVD players etc that would fit a soundbar well. And I don't need particularly good quality of sound, so long as they work and hold up.

 

Also, note that I am in Canada, the suggested items are twice the price here (or shipping from your link is almost as much as the items).
