I plan to build a pc in 2 months, and I want to edit 1080/60 or 4k/30 light editing in resolve with a few effects and no color correction. do you think this is a good build? I'm aiming for $450.

a larger budget, some of the parts you've picked are gonna hold you back when it comes to upgrades

also editing isn't like gaming where you say 1080p60/4k30, it's the speed at which it can finish a frame and that varies between every pipe in the line
step 1 ditch the case, that's $50 better not spent in a budget build
step 2, nvidia 1650 SUPER, it can pull most editing workloads on the low end and do 4k pretty efficiently, the 560 is a waste of your money.
step 2.5, if you really need this asap and can't save up for the 1650 super, look at a rx 570/580 8gb instead on the used market
step 3, add a hard drive, and increase ssd size to 500gb, 250gb ssd isn't enough and ssd have issues if you fill them up too much and your programs and os will be 100gb +

it is, but since you can find the 8gb model which is a bit better on large edits for only a bit more, especially on the used market, I recommend 8gb

I don't really want to buy from the used market, so is there a good partlist that can edit at least 1080/60 that is around 450?

Like I said, there is no 1080p60 when it comes to editing, it's just the speed at which it can finish it. Any build can edit a 4k video, that doesn't mean it should.
Checking pc part picker I don't see any builds at $450 that are exceptionally good at editing. the good ones starting at around $650.
Now buddy I'm going to have to hard break it to you, save more money, your list makes a bomb right now, not a pc

Well the initial issue is that the gpu is too weak for a smooth experience, imo you need a 1650 super or higher because of the added software support. Newer encoder is much more efficient than what you'll see on the last gen amd cards your looking at. You also need more storage, no way around that, and more storage costs more money. Lastly the power supply you picked is really inefficient, might just fail on you while you edit, you should be spending around 2-3x more on a psu. And even after all that you need a monitor to run this pc as well.

All of those reasons tell me that while you could build a pc and start editing today, you're gonna be spending a lot more on things like upgrading the power supply and os transfer to a larger ssd. And you'd have to upgrade these parts sooner seeing as they won't hold up. Try saving just a bit more, like $100 and ask someone with a ton more experience than me and you should end up with a pc with 2x or even 3x more performance vs the disappointment you're building up to now.
 

This video showcases what linus would consider a smooth experience with 4k and it's considered budget at $1000. Give it a watch to get some further understanding at the angle I'm coming from.

you "can" edit 1080p/4k on anything, that doesn't mean you should. If you can live with how slow it will be, then go for it.

Yes...

I have added in a faster ram, a significantly better SSD.

Cx450 is really a great PSU with a pretty good competitive tag.
