Dropping Frames (Possible GPU voltage)

I noticed I started dropping frames in Fortnite then other games a few days later. Noticed that in MSI Afterburner (watching the voltage chart for GPU) the voltage will go to what the card is told in that app or the Radeon software. But then will drop to the lowest voltage 725 mV. And the I believe the frames follow this fluctuation. Any fix?
