Dead Card or More Troubleshooting?

I have not been able to get my system to post with my new card (Radeon RX 5700 XT). Here is my original post covering everything that originally happened.

The TL;DR is that, with the new card installed, the system does not post. The RGB lights on the card light up, but the fans do not spin.

 

I have tried swapping out the cable and using the same cable for the old card. It's not the cable. I also tried powering the 6 and 8 pin with two separate cables instead of one.

I do not have any extra PCI-E, but I doubt that's the problem since, like I said, the old card works fine.

 

Are there any additional steps anyone recommends or is this one going back to Amazon?
