Micro stutters on new radeon gpu

Hello i just got a new budget gpu for my budget pc its an rx480 and iv noticed that with this gpu i get alot of micro stutters in games where my min fps is 80 like rainbow six siege 

Those micro stutters dont make the game unplayable but rather an unpleasant experience.

If anyone could suggest a fix i wiuld be thankful

20.1.1 or whatever the latest are amd fx8370E resolution is 1920x1080p  

My friend said that my cpu is bottlenecking the gpu and if i underclock my gpu it would be better but i dont see how that will help 

Also the gpu is strix 3 fan and with a changed thermopaste so temps dont go above 56
