Is hardline tubing hard on a 2080ti with a 9900k.

Its just as hard as doing it on other systems, if you have an understanding of custom water loops (and have built one before) then go for it but if you haven't done one before or don't know much about custom water loops then read up on it and start with a soft tubing one

hardline tubing doesn't increase in difficulty as the components get more expensive, a 2080 ti and i9 are roughly the same shape as any cheaper compatible parts so it's all the same

i only done a soft tube loop before is it a lot harder then soft tube?

I don't know, I would recommend watching some YouTube videos on it (Hardline Water Cooled PC Build Log - Yes, you can play Battlefield on it)
