How does IPA work on iOS

I have never used any iOS device. I was wondering can I just install whatever file i want or do I have to root it first? 

 

Example: Download whatever APK I want and tell android dev whatever option to F off and I can install whatever app

 

Does iOS work in similar fashion?

No, on IOS you can't just download and install APKs. In fact on IOS there isn't really a file browser at all. 

 

It might be possible with jailbreaking, but I'm not sure.

No, on iOS you cannot install applications willy nilly. You must side load them and authorize them to run with your AppleID. That authorization will be good for 7 days, or until next reboot after the 7 days are up.

Is there? Could be remembering wrong, recently switched to android. Either way, there is no way to download and install APKs.

Sure there is. Just go to whatever website is hosting any downloadable file and click download. It saves right to your device.

Yes. iOS has a full downloads manager with local/external/cloud file access.
