Case, radiator, fans.  For 1 simple reason.  The fans intake from the front, so any dust gets stuck on the other side of the radiator so all you have to do to clean it is take off the front panel and dust it.  If it's Case, Fans, Rad, you'll have to remove the fans to get to the dust trapped between the fan and rad.

Also. When using setup 1. The radiator is acting as a shroud, allowing the fans to get more air for intake. Overall improving airflow to the case.
