I am a current computer science major, (second semester) and I am fixing to build my second gaming rig, the first was a ryzen 5 1600 with an rx 580 gpu. I am thinking of going 2nd gen ryzen 7 2700 and i know nothing of the x470 chipset. I dont really know the mobo that i want to use but was thinking of going with a 1660 ti gpu. Any good suggs for a badass mobo that will ne good for gaming and maybe some side order code work, nothing major buti would liketo have some killet wifi. I have $1000 for a budget give or take a couple hundred.

TBH it isn't worth it to go for a small upgrade like this unless you really need the extra threads and cores (6c v 8c, 12t v 16t).  I'll say wait a little bit for Ryzen 4000 in a few months and then decide, that's the best value you're gonna get.  That will also push the 3000 series downwards in price, which would be a more worthwhile upgrade from your 1600.
