CPU is not running as it should be?

Hi there, 

I just got done building my PC today and i wanted to check how well the pc was running so i ran Userbenchmark. All my components were great except my CPU. It was yellow and it said my CPU is "performing way below expectations". I have a Ryzen 5 3600X. On the Userbenchmark it said that its averaging 2.75GHZ when the base clock is 3.80GHZ. How can i fix this?

I don’t know should I use a different one? When I check task manager though, the CPU speed is also at 2.75GHZ but when I go into my bios it says 3.80GHZ.

Use Cinebench, R15 or R20 (latter only available from MS Store) doesnt matter tho you have to mention which one, while monitoring clock speed with Ryzen Master

So I should run cinebench? Even though on task manager the CPU speed is at 2.75GHZ? And in bios it says 3.80GHZ?

Task Manager (and HWmonitor, just in case you pull that garbage out) is useless for what you're trying to do, use Ryzen Master or HWinfo.

run it, you should see stats like frequency, temperature, TDC, EDC (two DCs are power limits pretty much) and voltages.
