It is trying to initialize but fails, repeatedly. Broken. It is probably not working with actual clock-settings. A non-OC vgabios may work.

It is not necessarily a fix but you can try a compatible vga-bios that already has lowered clocks.

The eVGA GTX 970 has several versions and bios-files, which one is it, exactly?

First things first: It does show the same symptoms or worse when used in a different computer?

In order to flash the bios the card has to be visible for the flashing software.

It is possible that the behaviour is due to weakening capacitors on the card, so the dram or the gpu itself gets too little energy to function properly. I think you haven't removed the heatsink yet?

Yes, I have removed the heatsink before. I've tried the graphic card on a different computer same resultat

does it smell like something burned? A friend had the same card after removing the cooler i noticed a burnt mosfet. doing a quick google search revealed it's a common problem with the 970, you can find multiple forum/reddit posts.

GPU drivers giving you a hard time? Try this! (DDU)

What cpu you have? If the cpu have igpu connect monitor to the mobo and see if windows even detect your 970.

check the mosfets for anything suspicious (bloating, brown-ish spots), might give you a clue if that's the point of failure.

I have done it, what now? the motherboard still can't detect the gpu.

The fans are still trying to spin but nothing is happening
