EDC CPU 90%-99%

None that you launched consciously... There are things like Windows Defender that might run in background. Look out for those... Also, try HWInfo64 and AIDA64, see if they tell you the same thing.

I see no problem at all... Plus, from what I have found on google, that EDC thing is telling you how much current does CPU package gets from MoBo. Plus it is a requirement for Ryzen CPUs to have so much current for working perfectly.

For some reason I don't have the Ryzen Balance only the normal windows balance

If you are using a Ryzen 1000 or 2000 series cpu having your power plan on Ryzen Balanced is recommended, to get this function you will need download the AMD Ryzen chipset drivers. IDK about the 3000 series but I would make sure you have the latest drivers for that as well.

I already have the Ryzen Chipset Drivers but I still can't see Ryzen Balance. I have Ryzen 5 2600.

Make sure everything is up to date, this is what you should see.
