High CPU Usage, Low GPU Usage Problem

Thank you for the reply, In other games it definitely seems to improve but I've just found out that whenever I keep my task manager open or if I just open it in general the problem seems to leave and things seem to become a lot better. As in more than a 100% improvement to fps and my CPU then runs at 60% while my GPU runs at 50% also. My fps also increased to over 300fps on avg on almost nay map after that but I'm not sure why task manager seems to get rid of the problem but I guess I'll be keeping that open.  

Cpu : AMD Ryzen 7 3700X Oc @ 4.2Ghz (1.35v)          GPU : Asus RTX 2070 Super 8Gb EVO               PSU : Corsair Vengeance 750W Silver semi-mod         RAM : DDR4 Corsair Vengeance RGB Pro 4x 8Gb 3000mhz

 

For example in R6 or almost any game on lowest settings or even highest I'll get from 100 - 120 fps avg but I usually got over 300+ on avg whenever this problem is not present on almost any game with any settings, I'm not sure what exactly causes it but I have tried many different types of overclocking on my GPU and it either makes it worse or keeps the fps and usage the same. I also have no programs running in the background  and have tried restarting etc.  Also in the Heaven benchmark with high settings and no AA  I should get / usually get over 475fps as the end fps score (End Overall Score : 6700+)  But whenever this problem is present the end fps score is around 250 (End Overall Score : 5200-) 

I have also made sure my hardware is not faulty as well as checked the cables to make sure there are no problems that side which there are none.

Sorry if this problem is repetitive but whenever I see a fix none of them work no matter what I do, checking for viruses, malware, drivers, settings, BIOS settings or almost anything nothing really helps but I hope there is a fix.
