Heaven isn't that heavy on the CPU so it can't be the bottleneck.  Run as admin?  It might not be triggering the 3d clock speeds of the drivers.

Does it do the same for other games/benchmarks?  Unigen has got 1 more, Valley.  If it only happens in benchmarks then it shouldn't really be a problem.  Unigen benchmarks are pretty bad anyway.  They frequently read the wrong specs, clock speeds etc.

Only the 3D core was at 100 but the others where at 0 that's why it said overall was 12. Any ways do you have any recommendations for gpu benchmarks?

I don't understand what you mean overall 12.  Are you averaging different clock speeds together and averaging that?

 

3DMark is the industry standard for GPU benchmarking, or at the very least the most used.  Most benchmarks are done in games tho so yea.  3DMark also isn't free, and I don't remember what the free version restrictions are.  It's cheap tho but not a necessary purchase.
