Recently, programs (or at least most of them, like my web browser) have started having a relatively large delay when opening. It takes about 10-15 seconds for my browser to open. If I boot into safe mode, I don't have this issue at all. Could there be something in startup that's affecting this?

I would have task manager open when you start up and see what is consuming all your CPU or drive resources

Usage is fine. For extra information I have 16 GB of ram, a ryzen 7 1700X and a 1660 super. Usage only goes up whenever the program opens, meaning it looks like opening is just delayed.

Hows your pagefile? Do you have any active AV or anti-malware going on (essentially scanning every starting software)?
