need help with gpu issue

so i have a i7 7700k rtx 2070, 32 gb 2400 ram 4 stick, 850w powersupply but im getting really bad performance. massive fps issues.

Is the display cable plugged in to the back of the motherboard or the graphics card?

 

What games are you playing, what settings are you using (including display resolution), and what FPS are you getting?

its display port into a 1920 x 1080 165 hurtz monitor on mw i get 165 and itll drop to 50

How’s the temps of that card when you playing?

Ok next questions. 
Is it brand new system? Is this drops from the beginning or they started just now?

Also what brand and model is that psu you have? Is the card power cable connected properly? Is it one cable (daisy chained)?

its a rosewell psu but it was doing this before hand and the pc is about 2 years but everything besides the mobo has been replaced. the cable is 2 different ones from psu not daisy3

if it helps at all i did a bench mark on haeven max settings and got a 3814 score
