Windows 10 freezes on install USB to SSD

My system keeps freezing at the splash screen after initial install and going into final set up of windows 10. 

 

System specs

--------------------

I5 9400f

Asus rog strix z390-h

16gigs of DDR 4 2133 4x (4gig)

120gig SSD

Rx480 4gig

-----------------------

 

What I have done so far is updated the bios for the motherboard and ran Linux from USB. 

Linux boots up fine and works. 

 

Going to install an NVME 500gig and try the install on that. But if anyone has any other options I could use some help.
