can you test the graphics card in another Desktop if it has the same issue?

It basically turns on if i press it once. Everything except the gpu gets power. After 2 or 3 restarts the gpu gets power too.

When i press the button, the gpu doesnt get power and the pc doesnt boot. I have to manually turn it off and on and after 2 or 3 times it works

So your PC isn't booting, but it is posting, considering it doesn't power cycle, correct? When it posts go into the BIOS and check if the GPU is being recognized. Or if at least the motherboard understands one of the PCIe slots is occupied with something.

 

The thing is that for example, if you forget to plug in the 6 or 8-pin power connector to the GPU, most modern cards will actually give you a message right after the post is completed to let you know the GPU isn't getting power. Since you aren't getting such a message, either there is an issue with the PCIe slot on your board or the connection to the monitor / monitor itself. I would suggest trying to connect the PC to another screen with a different cable, as your monitor might not be waking up as it should when you power on your PC.

When I turn on the PC there is no picture. I can't get into the BIOS at all. Everything is connected correctly. (Couldn't answer the last few days sry)

If you don't see the post logo or get into the BIOS, this means that your pc isn't posting rather than booting and the issue is not related to the gpu. The gpu is not a necessary component for the post to be completed. I would be looking into an issue with the memory or motherboard. Try with fewer ram sticks, preferably just one and see how it goes. Also check if your RAM is in the qualified list for your motherboard. If it isn't there might be an issue with the motherboard not getting all of the timings correctly on its own and you need to do more thinkering to get everything to run correctly.
