Is there a reason you're replacing the cpu? Was it taken out for another pc, are you just wanting to upgrade it or is the pc not working and you think it's the cpu? Like @Slottr said we need to know what chipset or what the model of mobo you have.

The cpu was taken out for another pc, its had a i7 4770 in it before. It has intel q87 express chipset. And it has a dell optiplex 7020 motherboard.

The 4770 isn't in it anymore? So it's without cpu?

I kinda guessed it was one of those office boxes since you can't really use the mobo in other cases. I found a page from intel titled "4th Generation Intel® Core™ Processors with Intel® Q87 Chipset (Formerly Shark Bay Desktop)" my guess is that any cpu on that list should work, someone correct me if I'm wrong though.

My suggestion would be whatever you can find on ebay that is compatible with your chipset for the cheapest price.

Maybe an i3-4330 or a Pentium G3420?

Yeah, im looking at some g3420's right now that is  probably what im going with

The absolute cheapest CPU you can get is a Celeron G1820 but it's not really worth it, an i3 4130 can be had for around $20-25 and it's decent for daily use. Watch out for the T or S chips, they're lower power and slightly limited. Usually they're just slower, but an S i5 or i7 has a more limited turbo speed an limited turbo. The i7 tax on Haswell is still absurdly high, however a locked i5 is a solid CPU still, 4 cores 4 threads, fine for daily use and light gaming even. Am i5 4590 can be found for around $40 if you shop hard enough on eBay, I had one paired with an RX580 and it wasn't awful.
