Wasn't sure if this was a 'feature' of the core I have or not but I thought I would check here. Recently, I've been noticing my Intel i5-3360m @ 2.80GHz operates at 1.9GHz mostly all the time. Now, while this doesn't bother me usually and I assume it's just a power saving feature, I notice that even when I play a game, or I run Prime95/HyperPI, it still stays at 1.9GHz, not even reaching the rated speed. Furthermore, the Intel Processor Identification Utility Frequency Test is reporting it at below expected. My Laptop is no longer in its warranty. Am I out of luck?

 

Temps are fine, more than enough head room for it to go to 2.8GHz anyway

Set windows power options to high performance. Does it perform the same when it's plugged in?
