games not utilizing ram

so some of my games like rainbow six siege, rust, etc arent utilizing my ram, for example ive got 64gb of ram but rainbow six siege shows 11gb in the settings? how can i fix that?  I believe this might fix my problems in rust too. 
 

asus rog strixt 2080 ti 11gb

 

i9 9900KS 

 

64GB DDR4 ram

 

2TB Evo SSD

A program will only use as much ram as it needs. Anything more will not be used, and anything less will cause MASSIVE issues. Chances are your problem is somewhere else if you have FPS issues.

That's correct it sees you have 11GB's of VRAM on your video card.

I believe he means system ram but I am not sure

I don't believe so. When you're changing setting in game it will show you VRAM, not DRAM. OP mentioned the game is only addressing 11GB's of RAM so I assume OP's a little confused.

I sort of interpreted it as him checking task manager in game and seeing only 11 gigs in ise

Games don't really eat RAM that much. Unlike some more productive stuff which can eat tons of RAM for calculating triangulations and stuff like that.
