Stutter

Hey guys, sometimes when I am watching streams, or browsing the internet, the PC freezes for a second, the stream stops and everything starts stuttering.
The mouse moves slowly and I can't open anything, keep in mind this doesn't happen when I play games with a heavy load.
This has happened 3 times, all random and doesn't happen every time. I have 2 monitors, one is 144hz, the other is 60hz.
I don't even know how to diagnose this issue.

Do you have any hardware intensive background applications ?

Take a peak at task manager next time it happens (just leave it open on your second monitor) and you might be able to catch a glimpse at what is hogging your CPU or even RAM usage. I've had windows installs that would randomly start using up crazy amounts of CPU and RAM usage for tasks that definitely had no reason to be. Could be another program as well.

I fix computers for a government that is garbage. I'm also a certified security professional according to Comptia

Using my paycheck on computer parts and alcohol and since this is a tech form I'll help with computer stuff I guess

What sort of monitoring utilities do you run?  Any ASUS software?
