I have a 9900k and a z390 Aorus pro wifi. I have been searching for the best ram for quite a while now and came across https://www.amazon.com/dp/B07X8DVDZZ?tag=pcpapi-20&linkCode=ogi&th=1&psc=1. I have been trying to understand all the timings and stuff and I think this ram is the best for the price. It's 8.9ns I believe and only $75. I would have gone for the Corsair Vengeance but it has a higher CL and is out of stock for me. I just want to make a final check before I pull the trigger and buy the ram. Thanks!

The ram checks out,  a DDR4-3600 CL16 kit is considered a sweet-spot for Ryzen 3rd Gen.  For your Intel system it's more than fine as it's far less sensitive to memory timings/speed.  But yeah either way if it looks like a good deal from what you've seen go ahead and grab it.
