Max-Q is a cut-down power efficiency focused version of whatever GPU it is.
So yes, the 1650 non-MaxQ is faster.

Max Q clock speeds are 1020 - 1245 (Boost) MHz,

1650 normal clocks are 1395 - 1560 (Boost) MHz

So to answer the question yes 1650 normal will perform better.
