So this is not exactly a problem, but I am still asking just in case it is a symptom for a larger, more serious problem.

 

Here are the specifications:

Asus B85 Trooper

i7-4980HQ (No, this is not a typo)

H110i v2

DDR3-1600 G-Skill Aegis 8GB*2

Asus GTX 970

Adata SU650 480GB as boot drive

3TB Toshiba spinny boi

CX550M

 

Mobo, RAM and GPU is from 2016-ish and the i7 was around half a year ago, AIO 1.5 years or so, SSD about a year before now, the HDD somewhere along the lines of 4 months

 

So when I boot up the computer, it:

 

Starts up fine to the BIOS screen, then shuts off temporarily. The LED in the mouse turns off. Something audibly "pinged".

 

Then, boots to windows safe mode where I have to choose safe mode or normal mode. Selecting normal mode, the LED in the mouse turns off, and something audibly "pinged" again.

 

Then, and only then does it boot up to Windows 7.

 

I have exactly zero clues why or how this is happening. While this is doesn't stop me from using my computer, it is kind of unsettling and annoying. Help would be appreciated, thanks!

You said "i7-4980HQ (No, this is not a typo)" - is that because it is one of those weird Chinese sourced 'Specialty" CPUs that have been adapted from being a Laptop CPU into a CPU that can be used in a socket 1150 motherboard?

 

Because if that is the type of CPU that you're using...then some inherent issues are very likely to be caused through the fact that the design modifications were not the result of work carried out by Intel...as I fear no Chinese Technician has the resources or knowledge, and possibly the competence to complete such a 'Frankenstein' type of alteration.

 

If I am wrong with my assumption of the source of the CPU; then my unreserved apology...

I would personally check msconfig boot options when you load in to windows.

otherwise reseat all your cabling making sure they’re firmly in and also leave your PC off for a while to see if this changes anything
