New CPU: Clean install windows?

no it shouldn't be necessary 

the majority of the time you wont need to reinstall windows though its reccemoned if you change platforms or socket such as AM3 to AM4 for example

Thanks, yea with the motherboard when I changed it a few years ago I did a fresh windows install because drivers were for the old one. But I do understand maybe that was not necessary either as i could have just deleted all the drivers for the old motherboard.

That's usually the best course of action

New motherboard: Always reinstall windows

 

CPU you'll be fine though
