Have you set the mic as your default device?

 

  Windows search bar > type "control panel" and select it > click "Hardware and sound" > click "manage audio devices" > click the "recording" tab > see if any of the devices are picking up input when you speak.  if you see one, make sure it has a green check near the name and says "Default device" or "Default Communications Device."  If you don't see any picking up input it might be a bad mic and if you see one picking up sound but theres no check, right click it and choose "Set as Default Device."
