Do you actually need that much storage right away?
If not, I'd get a 1TB SSD and ditch the HDD.

What's the use for the PC? If it's gaming, that video card is pretty low end.

1. I'd step down to a Ryzen 3000 compatible B450 motherboard like the MSI Tomahawk Max, the X570 TUF is overbuilt for the 3600 and you don't appear to be using any PCIe 4 devices.

 

2. I'd condense the storage into a single 1TB SSD and if you actually need bulk storage I'd check out an external drive:

3. Bump up the graphics card to at least a GTX 1660 Super (~$220) with the savings from the previously mentioned suggestions, otherwise you're wasting your CPU's power. If you can swing it, I'd recommend an RX 5700 (~$350) though.

 

4.
