Small form factor

If I were looking to build a small form factor pc with a goal of playing most modern games at 1080p 60fps, what should I expect to pay (in USD) and what parts should I look for? A part list would be very helpful.

A better question is, what is your budget? Then we can start talking prices.

My budget is around $700. Can be slightly over if it's really worth the extra cash.

The problem with sff is that some components like coolers and motherboards get more expensive, so it may be hard to hit that 1080p 60fps target at $700. 
that said, the amd r5-3400u should be able to get close to that with no gpu, so you could save a lot with some sacrifices.

You won't know your budget until you pick out your case. If you go with something like the NZXT H210 you'll be paying about the same amount you would for any other build since it uses an ATX power supply and can fit normal air coolers. If you go with something like the Phanteks Evovl Shift you will need to add about $300 to your cost for an 120mm AIO, hybrid GPU, and an SFX power supply.
