The problem with sff is that some components like coolers and motherboards get more expensive, so it may be hard to hit that 1080p 60fps target at $700. 
that said, the amd r5-3400u should be able to get close to that with no gpu, so you could save a lot with some sacrifices.

You won't know your budget until you pick out your case. If you go with something like the NZXT H210 you'll be paying about the same amount you would for any other build since it uses an ATX power supply and can fit normal air coolers. If you go with something like the Phanteks Evovl Shift you will need to add about $300 to your cost for an 120mm AIO, hybrid GPU, and an SFX power supply.
