Freezing/Green Screens

Just built a buddy of mine a new PC and hes been having some issues with what I would assume is the graphics card and/or drivers, it is a RX 5700XT. When he goes into fullscreen most of the time he will freeze up and have to close out the application. It can be anything: youtube, netflix, games. It will freeze. I just played a game with him and during it the game just went completely green for him and then after 10 seconds it went back to normal. What should he do?
