Need advice on what to upgrade next in my pc

So I just finally got around to buying a 165hz 1080p monitor but I noticed that I can't reach 165 fps on some of the games I play so I want to know what to upgrade in my PC next.

 

My specs are:

i5-6402p

Rx 480 4gb

16gb DDR4 RAM

750gb SSD+2tb HDD

 

I'm thinking of doing my CPU, but not sure if the GPU would be better. Currently the main game I play that I'm not reaching 165 fps on is Rainbow Six Siege. Reaching about 90 ish FPS

If you want higher FPS, then definitely the GPU, but you can also turn down the game settings if you're ok with that

Yeh I've tried turning down settings and didn't do much. Also what GPU, I'm thinking maybe a 1660ti or a RTX 2060

1660ti, and I'd suggest this one https://pcpartpicker.com/product/c4F48d/evga-geforce-gtx-1660-ti-6-gb-sc-ultra-gaming-video-card-06g-p4-1667-kr it's almost half the price of 2060 super and can deliver almost the same performance
