I am having the same issue with that card on the 19.12.3 Adrenaline 2020 drivers. Did you find a fix?

i updated the bios and set the pcie to gen 3

OK. I tried both of those and neither seemed to help. I even downgraded to 19.12.1 and I'm still having problems.

You can try reinstalling drivers and do you have chipset drivers installed?
