I'm just wondering which is better, my pc often having some lag when I'm playing games or when I opened multiple software, what is the best thing to do? I have 4gb ddr3 ram do I need to add 1 more 4gb dd3 ram or just install graphic card?

You can test how much RAM your system is using while gaming/browsing with MSI Afterburner and its hardware monitoring tools.  This will let you know if you're reaching your limit.  4GB is somewhat low and it would probably help in multitasking and more modern games to have 8GB or more.

If you have no GPU that would probably be a more pressing issue when it comes to your game performance.  Unless of course you mean install a new graphics card, in which case we'd need to know which one you have currently.  A list of your PC specs would be appreciated

Personal Rig v3: AMD Ryzen 7 2700X | Noctua NH-U14S | Gigabyte B450 Aorus Pro ITX | Zotac GTX 2070 8GB | 16GB G-Skill Trident DDR4 3200MHz | EVGA Supernova 750B | Phanteks Enthoo Evolv ITX

Peripherals: Sennheiser HD518 & Classic ModMic | Corsair K65 Luxe | Zowie EC2 | ASUS VG259QM  |  ASUS VG278E | Klipsch ProMedia 2.1

Thats the things I only have right now

All parts are causing you poor fps. But with more ram, it could help a little. Like add 8gb more ram

Yeah that's a very low end system. You could upgrade the video card and add more RAM, but in all honesty it wouldn't do much for you (in terms of gaming).
