fps gone to s**t after fixing boot loop problem

i was playing some games one day and my computer froze so u shut it off when i went to go back on it was stuck in a boot loop so i looked up ways to fix it tried everything but one thing that i thought might f**k up my pc is poping the battery in the mother bored out then putting it back in i tired that and it fix the boot loop problem  but now my fps is games have dropped to more then half of what they used to be in csgo i used tog get 250 fps now i get 30 to 80 fps destiny used to get 70 now i get 25 and i went to look and see what my cpu was running at and its running at 1.86mgz when it should be running at 3.5mgz so i went to go see if i could fix that by overclocking my cpu but every-time i go to do that my bios doesn't save anything it goes to a black screen tells me whats in my pc then says computer as been set to all default settings press f1 to go to set up or press f2 to continue  idk wast to do at this point idk if ti fixable or if i need to get a new mother bored or what if anyone could help that would be amazing
