So I’m running into an issue where comp performance is super sluggish. I’ve noticed that task manager is showing CPU performance at ~10% but using CPUID, it’s showing 99-100% CPU utilization. Nothing in task manager is running abnormally and I have no applications open. CPU temperatures are fine, virus scans done, all drivers updated, etc. 

 

Pretty stumped at this point. 
 

Mobo: MSI z170A M5
CPU: i7 6700k (Corsair h100)
GPU: EVGA GTX 1080
RAM: 64gb
Win10 installed on a Samsung 950 Pro NVMe SSD

Malware or Virus? Did you run a Malware or Virus Scan?

Open Task Manager and go to the Details tab, then click on the "CPU" column. You can find out what's using up the CPU from there. Note that "System Idle Process" using a lot of CPU is fine.

Had this issue with evga precision. Only did it twice but it would show in the task manager though. Right after booting.

Yeah that’s the weird thing. I have task manager open and there is nothing over 2% showing. I’ve done several virus scans with zero issues found. I just don’t get it. Weirdest part is that task manager shows nothing but I’ve used both Corsair Link and CPUID and they both show my CPU at 100%

Yes I’ve check both tabs and neither have anything running higher than ~2%.

I attached a screenshot of HWMonitor showing the CPU utilization with good temperatures.  The other weird thing is that my CPU cores are not moving any higher than 800MHz.  Also a screen of Task Manager taken at the same time showing no applications taking an abnormal amount of CPU

Seems like a software issue as Plutosaurus suggested. You shouldnt be able to get 100% usage and stay at low power idle clock. You might want to enable high performance mode in the windows power settings, id be curious if it would pick up the fact that the cpu should be at base clock instead of power saving.

I have always had issues with Windows Update tasks which will spike the utilization up to 100% for extended periods of time on my Laptop.  I am not sure what it is doing but when I have searched for the processes that are causing the spike, every article says it is something to do with Windows Update.
