I'm trying to build a new computer with Aorus Elite X570 and Ryzen 3700X, I wanted to buy the Trident Z Neo 16GB 3600mHz@16CL but I would recive them 24 Dec., so I wanted to know if the Trident Z Rgb 3600@18CL are much worse than those and if I would notice it while playing.

Thanks for the help and sorry for my english <3

Well if the ram is clocked at 3600MHz, you wont see a difference. If the ram is at its default speed (2933MHz) you might notice it.

incorrect. the timings are significantly worse on the other kit, which would have an impact

If the speed is that high, timings wouldn't have that much of impact. The speed would cover up for it. But if the speed was lower then it definitely would have a much noticeable impact.

Also, I must agree C18 is pretty bad. I have only seen C16 or C15 variations in my life??

So, should I wait until I can buy the Neo version 3600@cl16? Should I go to any 3600@CL16 or less CL? Can you recommend me some kit for the 3700X?

yes, that would be best if you are able to wait that long. another alternative would be getting a different kit of same spec, but i imagine you want the Neo for aesthetics specifically
