LF Work scheduling/arranging application

Hello, I've been recently trying to dig up either an excel function or an application that would allow for me to plan work shifts for a month for employees, so lets say for one department, 6-7 people but only 2 shifts a day for 2 people from that list but evenly distributed across month for each person, any ideas where I could find such magic tool?

My workplace is all about free tools and applications and we use a tool called Humanity, FKA Shiftplanning.
