SteelSeries Engine Wont Open

So i cant get SteelSeries Engine 3 to open whatsoever. im not a beginner PC user and have tried for countless days to fix the issue with no solution. 

this is a fairly new computer, built it myself, downloaded the SSE software and everytime i try to open it nothing happens. nothing even shows up in task manager. nothing

anyone else have this problem? or a solution?
