I have had my Ibuypower PC for almost 2 years and after moving a few months ago I experienced some stuttering/skipping it's both visual and audio, and running bench marks for games the games will set everything to high or better even with the stuttering/skipping. I tired reinstalling everything to see if that would solve the problem it didn't so I took it to a PC repair guy who found nothing wrong with my PC. I took it to him multiple times each time same result he wouldn't find anything wrong, I would get home with the same problem we tested my cables, monitor, also checked the temps the computer was running, he took my graphics card out and tested it in a different PC, and he even let me test it at his shop to show that it wasn't just him saying that he didn't find anything. So before paying someone else to tell me nothing is wrong decide to come here and ask for help.
