I have a DVI-I to VGA adapter. I was wondering, if I could safely remove some of the pins on the DVI I end so it would resemble a DVI D connector, could it possibly output a signal on the VGA end?

Those pins are what transmit the VGA signal, they're not just there for decoration. Your DVI port doesn't have holes for those pins because it doesn't have any VGA output capability, that's why that area of the connector is filled in, to block VGA adapters from fitting in, because they aren't supported electrically. It is intentionally made to not fit, to make it clear that they are not compatible.
