Windows glitching

Hello,

 

When I close a game (mostly csgo and rust) sometimes the taskbar of windows is glitching. I cant use it then so I have to shut down my whole pc to get it working normally.

Does anyone know what this is and how to fix this?

(I have reinstalled windows with keeping apps and files)
